On the  22/5/2013, less than two weeks after he opened an "Item Not Received Case" on eBay.
All coins are posted from London, U.K.
His hometown is actually Santiago, Chile.
He never leaves Feedback for any eBay seller he has bought from.
"Luckily" I have a policy of leaving Feedback after the Buyer, and so I was able to report him, 
though if eBay cares is another matter. 
It is quite common for international scammers to wait until 2 weeks have passed after receiving their item, then feel safe to open an "Item Not Received Case" on eBay knowing they will get their money back unless the item was sent registered, even then, that does not prevent such scams.
